The Forum of Regulators for Eastern & North- Eastern States (FORENS) is a Forum of the eleven State Electricity Regulatory Commissions to discuss the issues relating to electricity sectors which are of common nature and mutual interest to the Member States.There are eleven-member State Regulatory Commissions of the Forum. The Registered office of the FORENS is situated at the office of the Odisha Electricity Regulatory Commission (OERC), Plot No.4, Chunokoli, Sailashree Vihar, Bhubaneswar-751021, Dist. Khurda, Odisha.Presently the Chairperson of the OERC is the Chairman of FORENS and Secretary of the OERC is the Secretary of the FORENS. The Chairpersons and all the Members of the Eastern and North Eastern State Electricity Regulatory Commissions are the Members of the Forum.

Meetings of the Forum are conducted by the member Commissions on rotational basis by the respective State Regulatory Commissions to discuss the issues common to the member states with regard to Electricity related issues such as electricity regulation, Electricity Act, 2003, National Electricity Policy, National tariff plan, interstate transmission, Renewable purchase obligations, pricing of electricity for consumers, cross subsidy, open access, electricity access and any other issue of common interest among the member commissions.
