Director, Sub: Publication of notice in the matter of Revenue Requirement and Retail Supply Tariff for the year 2003-04. Sir, With reference to your tariff filing dated 31.12.2002 before this Commission in respect of Revenue Requirement and Retail Supply Tariff for the year 2003-04, I am directed to say that in order to dispose the matter through a Public hearing, the same has been registered as Case No.63/2002 and admitted by the Commission. 2. You are required to publish the notice attached to this letter in each of the two consecutive issues of one English and two Oriya daily Newspaper having wide circulation in your area of supply. The publication shall be published by 05.02.2003 and 06.02.2003. You are also required to put a copy of the said notice alongwith the proposed tariff rates & proposed additional charges leviable in the notice board of your office as well as in offices of all Engineers in charge of Distribution Divisions of your company. 3. As indicated in the notice, arrangements shall be made for facilitating inspection/perusal and prompt supply of copies of Revenue Requirement and Retail Supply Tariff proposals and/or salient features thereof (subject to payment of cost etc.) on the same day or day following. 4. It may kindly be noted that you may file a consolidated rejoinder to the Commission on or before 11.03.2003 with regard to all the objections received by you from interested parties/objectors and which are admitted by the Commission within the meaning of the provisions of Reg. 44 and 45 of the O.E.R.C. (Conduct of Business) Regulation, 1996. 5. Public Notice advertised in English and Oriya dailies shall be furnished to the Commission as proof of compliance as early as possible. PUBLIC NOTICE (CASE No.63 / 2002) REVENUE REQUIREMENT AND RETAIL TARIFF APPLICATION FOR THE YEAR 2003-04 BY NESCO 1. North Eastern Electricity Supply Company of Orissa Ltd., Balasore (a subsidiary of M/s B.S.E.S., Bombay) holding licence for Distribution and Retail Supply (Licence No. 3/99) has applied to Orissa Electricity Regulatory Commission for Revenure Requirement and Retail Tariff Application for the year 2003-04. Copy of this application together with supporting materials are available with Managing Director, NESCO, Balasore and all Executive Engineers in charge of Distribution Divisions such as Balasore Electrical Division, Balasore, Jaleswar Electrical Division, Jaleswar, Central Electrical Division, Balasore, Soro Electrical Division, Soro, Bhadrak Electrical Division, Bhadrak, Bhadrak Electrical Division, Bhadrak (South), Baripada Electrical Division, Baripada, Udala Electrical Division, Udala, Rairangpur Electrical Division, Rairangpur, Jajpur Road Electrical Division, Jajpur Road, Jajpur Town Electrical Division, Jajpur Town, Keonjhar Electrical Division, Keonjhar, Anandapur Electrical Division, Anandapur. 2. Notice is hereby given that interested persons may inspect/peruse the tariff proposal and take notes thereof at the offices mentioned at para-1 above during office hours within 15 days of publication of this notice by making a plain paper application to any one of the aforesaid authorities. Salient features of the revenue requirement shall be available for supply to the interested parties from the offices mentioned at para-1 above on payment of Rs.30/- towards the photocopying charges. This includes (a) write up on the application as submitted by the licensee, (b) tariff revision proposal including the calculation of expected revenue, (c) proposed tariff rates, (d) information on subsidy, (e) calculation of capital base and reasonable return, (f) calculation of revenue requirement, (g) calculation of clear profit, (h) additional charges leviable over the prescribed tariff along with the clarifications sought for by OERC and compliance on the same by NESCO. 2.1 A full set of Revenue Requirement and Retail Supply Tariff Proposal documents together with supporting materials, copies of the application, clarification can also be obtained from the offices mentioned at para-1 above on payment of Rs.100/- towards photocopying charges. 3. The Revenue Requirement and Retail Supply Tariff Application for the Financial Year 2003-04 contains (a) details regarding energy charge, monthly demand charge, monthly minimum fixed charges, customer service charge and rebate, (b) monthly meter rent for various types of meters and metering units and re-connection charges for various classes of consumers and (c) revenue requirement and expected revenue from charges. 4. The licensee M/s NESCO has also prayed the Commission for fixation of special tariff for mini steel plants located in its area of supply. Further, some power intensive Ferro Alloys Industries located in NESCO’s area have prayed the Commission for the fixation of special tariff for them. The Commission has decided to consider the same during tariff hearing. 5. Objections, if any, together with supporting materials may be filed before the SECRETARY, ORISSA ELECTRICITY REGULATORY COMMISSION, BIDYUT NIYAMAK BHAVAN, UNIT-VIII, BHUBANESWAR-751 012 in person or through Registered Post only so as to reach him on or before 28th February, 2003 without fail along with service proof of the same on Managing Director, NESCO. The objection should be filed in six copies and should carry full name and postal address of the person sending the objection and shall be supported by an affidavit. It should also be indicated if the objection is being filed on behalf of any organisation or any category of consumers. It should also be specifically mentioned if the objector wants to be heard in person by the Commission. Objections received after the date specified above or those which will be deficient on any or more of the above points may not be taken into consideration by the Commission. It may also be noted that only those documents will be admitted at the hearing which have been relied upon in the objection and true copies of which have been filed along with objection. 6.
