Sir,

With reference to your tariff filing dated 31.12.2002 r/w clarifications dt.18.01.2003 before this Commission in respect of Annual Revenue Requirement for the year 2003-04 for Transmission & Bulk Supply and Transmission & Bulk Supply  Tariff Application   for the Year 2003-04, I am directed to say that in order to dispose the matter through a Public hearing, the same has been registered as Case No.61/2002 and admitted by the Commission.

2. You are required to publish the notice attached to this letter in each of the two consecutive issues of one English and two Oriya daily newspaper having largest circulation in your area of supply. The publication shall be published by 05.02.2003 and 06.02.2003 positively. You are also required to put a copy of the said notice in the notice board of your office as well as in offices of all Superintending Engineers in charge of E.H.T. Circles under your company.

3. As indicated in the notice, arrangements shall be made for facilitating inspection/perusal and prompt supply of copies of Transmission & Bulk Supply Tariff proposals and/or salient features thereof (subject to payment of cost etc.) on the same day or day following.

4. It may kindly be noted that you may file a consolidated rejoinder to the Commission on or before 11.03.2003 with regard to all the objections received by you from interested parties/objectors and which are admitted by the Commission within the meaning of the provisions of Reg. 44 and 45 of the O.E.R.C. (Conduct of Business) Regulation, 1996.

5. Public Notice advertised in English and Oriya dailies shall be furnished to the Commission as proof of compliance as early as possible.

PUBLIC NOTICE

(CASE No.61/2002)

Annual Revenue Requirement for the year 2003-04 for Transmission & Bulk Supply and Transmission & Bulk Supply Tariff Application For the year 2003-04 by GRIDCO

1. Grid Corporation of Orissa Ltd., Bhubaneswar holding licence for Transmission and Bulk Supply (Licence No.2/97) has applied to Orissa Electricity Regulatory Commission for Annual Revenue Requirement for the year 2003-04 for Transmission & Bulk Supply and Transmission & Bulk Supply Tariff for the year 2003-04. Copy of this application together with supporting materials are available with Director (Commercial), GRIDCO Head Quarters, Bhubaneswar and all Superintending Engineers in charge of E.H.T. Maintenance Circles of GRIDCO at Cuttack, Burla, Berhampur and Jajpur Road.

2. Notice is hereby given that interested persons may inspect/peruse said tariff proposals and take note thereof at the offices mentioned at para-1 above during office hours within 15 days of publication of this notice by making a plain paper application to any one of the aforesaid authorities.

3. The Bulk Supply Tariff is applicable for supply of power to a Distribution and Retail Supply Licensee. The proposed Bulk Supply Tariff application for the Financial Year 2003-04 contains details regarding demand charges, energy charges, charges for over-drawal in demand, rebate and delayed payment surcharge.

The proposed transmission tariff contains details of wheeling charge for transmission of power at 220/132 KV, transmission loss and delayed payment surcharge.

4. The rates and charges proposed are indicated in the schedule to this notice.

5. Salient features of the Bulk Supply & Transmission Tariff proposals shall be available for supply to the interested parties from the offices mentioned at para-1 above on payment of Rs.30/- towards the photocopying charges. This includes (a) write up on the application as submitted by the licensee, (b) queries asked by the Commission, (c) clarifications of the licensee, (d) tariff revision proposal including the expected revenue, (e) proposed Bulk Supply & Transmission Tariff rates, (f) calculation of capital base and reasonable return, (g) calculation of revenue requirement, (h) calculation of clear profit, (i) profit & loss account and (j) abstract of least cost power procurement.

6. A full set of Bulk Supply & Transmission Tariff proposals together with supporting materials (in four volumes) can also be obtained from the offices mentioned at para-1 above on payment of Rs.250/- towards photocopying charges.

7. The licensee M/s GRIDCO has also approached the Commission to consider ABT scenario (Available Based Tariff) w.e.f. 01.04.2003 for fixation of BST; and the Commission has decided to consider the same during tariff hearing.

8. Objections, if any, together with supporting materials may be filed before the SECRETARY, ORISSA ELECTRICITY REGULATORY COMMISSION, BIDYUT NIYAMAK BHAVAN, UNIT-VIII, BHUBANESWAR-751 012 in person or through Registered Post only so as to reach him on or before 28th February, 2003 without fail along with service proof of the same on Chairman-cum-Managing Director, GRIDCO. The objection should be filed in six copies and should carry full name and postal address of the person sending the objection and shall be supported by an affidavit. It should also be indicated if the objection is being filed on behalf of any organisation or any category of consumers. It should also be specifically mentioned if the objector wants to be heard in person by the Commission. Objections received after the date specified above or those which will be deficient on any or more of the above points may not be taken into consideration by the Commission. It may also be noted that only those documents will be admitted at the hearing which have been relied upon in the objection and true copies of which have been filed along with objection.

7. Dates of hearing shall be duly communicated to parties whose objections are admitted.

Proposed Bulk Supply and transmission Tariff Schedule

1. Bulk Supply Tariff:
This tariff is applicable for supply of power to Distribution and Retail Supply Licensees. The total charges shall be calculated by summation of following charges stated in para (a) to (f) below as applicable:

(a) Demand Charges :
The monthly demand charges shall be Rs 250 per kVA of the simultaneous maximum demand or 80% of the total Contract Demand for the area of supply of the Distribution and Retail Supply Licensee, whichever is higher. Till the contract demand is finalised, the demand to be billed in a month will be the higher of the SMD of the month or the difference between the SMD billed during the months in the financial year up to the month of billing and the SMD calculated up to the month of billing based on the SMD approved by the commission in its order.

(b) Energy Charges: 
The Energy Charge shall be 211.55 Paise per unit on the energy supplied.

(c) Charges for Overdrawal in energy:
Any expenditure of Gridco for purchase of power in excess of the approved annual quantity of energy shall be reimbursed by the Distribution and Retail Supply Licensee in proportion to its drawl in excess of the quantity approved by OERC for it. Such excess drawal of energy by a Distribution and Retail Supply Licensee will be payable at the actual cost of power purchase plus transmission charges and transmission loss.

(d) Rebate:
On payment of the monthly bill, the Retail and Distribution licensees shall be entitled to a rebate of Two percent (2%) of the amount of the monthly bill (excluding arrears), if full payment is made within 48 hours of the presentation of the bill.

One and half percent (1.5%) of the amount of the monthly bill (excluding arrears), if a minimum of 85% of the whole amount (excluding arrears) is paid within 48 hours of the presentation of the bill and One percent (1%) on the balance amount if paid in full within 15 days from the date of the presentation of the bill.

One percent (1%) on the amount of the monthly bill (excluding arrears) if full payment is made within 15 days from the date of the presentation of the bill.

(e) Delayed Payment Surcharge:
The monthly charges as calculated above together with other charges and surcharge on account of delayed payments, if any, shall be payable within 30 days from the date of bill. If payment is not made within the said period of 30 days, delayed payment surcharge at the rate of 2% (two percent) per month shall be levied pro-rata for the period of delay from the due date, i.e. from the 31st day of the bill, on the amount remaining unpaid (excluding arrears on account of delayed payment surcharge).

(f) Duty and Taxes
The Electricity Duty levied by the Government of Orissa and any other statutory levy/ duty/ tax/ cess/ toll imposed under any law from time to time shall be charged over and above the tariff.

2. Transmission Tariff:

(a) Transmission Charge:
The Transmission Charge at the rate of l51.36 P/U shall be applicable for transmission of power at 220 kV/ 132 kV over Gridco's EHT transmission system for the purpose of transmission of energy from a CPP to its industrial unit located at a separate place as well as for transmission of power from outside the state to an industry located inside the State through the use of Gridco's EHT transmission system. The transmission charge shall be applicable on quantum of energy delivered to the industrial unit and the transmission loss in the wheeling calculated as per sub-para b) below.

(b) Transmission Loss for wheeling
Out of energy supplied for wheeling by a CPP to its units at a separate location or for wheeling of power from outside the State to an Industry within the state, 4 % (Four percent) of the energy shall be deducted towards transmission loss and the balance is liable for delivery at the delivery point at 220 kV/ 132 kV. Transmission charges at the rate given in 2.a above will also be levied on the transmission loss.

(c) Delayed Payment Surcharge:
The monthly charges as calculated above together with other charges and surcharge on account of delayed payments, if any, shall be payable within 30 days from the date of bill. If payment is not made within the said period of 30 days, delayed payment surcharge at the rate of 2% (two percent) per month shall be levied pro-rata for the period of delay from the due date, i.e. from the 31st day of the bill, on the amount remaining unpaid (excluding arrears on account of delayed payment surcharge).
