 Performance under Govt. control in some cases is better than private.
 He suggested strengthening CESU through Govt. intervention.
 With the Govt. support the APSEB had built huge assets.
 Mr. S.K. Jena, Member, OERC pointed out that at this stage it was not possible to go back and halt the process of privatization.
 Full autonomy does not exist for running the utilities like OPTCL, DISTCOs etc.
 Change in management culture is required.

    Govt. should not be in the business of electricity.
    AP has done well as because it had inherited a good culture from SEB era.
Sri B K Das, moderator for the session pointed out that AP, Delhi and CESC had a number of common features excepting that AP’s was a State concern whereas the other two were managing Metro cities for electricity supply. In all the three cases massive upgradation and system improvement had taken place. All had built up smooth consumer relationship with wider network. There was wide IT application in the electricity business in all the cases. He appreciated the performance of the licensees visa-a-vis the standards of performance prescribed by their respective Commissions.
