Accordingly the parties had been intimated. 2. Shri R.P.Mahapatra, the authorized representative of M/s. The case is taken for hearing on question of admission as well as on merit through video conferencing. During hearing the authorized representative of the petitioner submits that though the petitioner has served the copy of its petition on the respondent on 21.10.2021 through post till date it has not received reply of the respondents. Therefore, he prays the Commission to direct the respondents to allow the petitioner for synchronization pending disposal of the main petition. The representatives of OPTCL and TPCODL have stated that they have not received the copy of the petition from the petitioner. Therefore, the petitioner may be directed to serve the soft copy of its petition on them through mail today after which they will be able to file their reply. 4. Heard the petitioner. The petitioner is directed to serve the soft copy of its petition on OPTCL and TPCODL through email today and file an application for interim relief in the present matter. The respondents are directed to file their reply by 02.11.2021 serving copy of the same on the petitioner. The petitioner is further directed to file its rejoinder to the reply of the respondents by 05.11.2021 serving copy on the respondents. 5. Put up on 09.11.2021 at 11.00 AM for hearing. During hearing the representative of OPTCL submits that the STC has not cleared the project of the petitioner on net metering in 15th meeting held on 10.12.2021 but allowed the synchronization as CGP and the said clearance of STC was communicated on 17.12.2021 to OPTCL and the petitioner. The report of the EIC-Electricity regarding field verification was received on 08.12.2021 by OPTCL and the same is intimated to the head office for clearance. After obtaining the clearance from the head office, they will take necessary steps for synchronization of the plant within two to three days with intimation to the Petitioner. 4. The authorized representative of the petitioner prays for synchronization of 14.6 MW plant of the petitioner. 5. Heard the parties. OPTCL is directed to synchronize the plant of the petitioner by 24.12.2021 and submit the said report through affidavit serving a copy on the petitioner. The Commission will hear the matter on 28.12.2021 regarding the issue of net metering. 6. Post the matter on 28.12.2022 at 11.00 A.M for hearing. No further notice will be issued to any party. The representative of GEDCOL submits that they have nothing to file in this present matter. The representative of GRIDCO has submitted that they have filed their reply serving copy on the other sides. 6. The authorized representative of the petitioner submits that 14.6 MW plant of the petitioner is synchronized on 25.12.2021 and as per interim direction of the Commission, the petitioner has filed its rejoinder to the reply of the respondents except DoE, GoO. The matter may be disposed early since the Commission is bound for development of renewable generation in the State. 5. Heard the parties at length. The petitioner is directed to submit its reply to the following queries raised by the Commission during hearing through affidavit serving a copy of the same on the respondents within seven days from the date of this order. The respondents are also directed to file their further submission, to the submission of the petitioner within 7 days thereafter serving copy on the petitioner. The following queries are (i) Reason for insisting net metering instead of gross metering arrangement or any other mode of injection of power to the Grid. (ii) Action plan for selling excess solar power in power exchange / open access as the M/s. DCL is connected to Odisha State Grid at 132 KV level. (iii) Detail action plan for injection of solar generation to the State Grid including expected quantum of injection and measures being taken to restrict injection of harmonics to the grid in line with the provision of CEA's Regulations. 6.
