Due to Covid-19 pandemic situation the Commission had decided to hear the matter through Video Conferencing in the Virtual Court on 26.10.2021. Accordingly the parties had been intimated.
2. Shri Tushar Behera, the authorized representative of the petitioner, Shri Chinmay Behera, E.E (Elect.), RED, Rairangpur, TPNODL and Ms. Malancha Ghose, (RA), TPNODL are present. The reply filed by the respondent and the rejoinder of the petitioner to the said reply are taken on record.
3. The case is taken for hearing on question of admission as well as on merit through video conferencing.
4. Heard the parties at length. The case is admitted. The Head Office of the respondent is directed to look into the matter as it is a clear case of harassment to the intending consumer since no line extension is required. There may be only requirement of upgrading of transformer. The respondent is directed to help the petitioner in filing the application on "Go Swift" portal, issue demand notice by 30.10.2021 with required documents for supply of new connection as per "Go Swift" Portal developed by Govt. of Odisha. The petitioner is directed to deposit the necessary documents along with differential amount, if any, along with the report of the Electrical Inspector by 01.11.2021 to avail power supply prior to the next date of hearing.
5. Put up on 09.11.2021 at 11.00 AM for hearing. No further notice shall be issued to the parties concerned in this regard.
