Due to Covid-19 pandemic situation the Commission had decided to hear the matter through Video Conferencing in the Virtual Court on 29.06.2021. Accordingly the parties were intimated.
2. Shri Ananda Mohapatra- the petitioner, Shri B. K. Das, Sr. GM (RT &C), OPTCL, Shri Ramesh Chandra Satpathy, Shri R. P. Mahapatra and Ms. Sonali Patnaik, ALO, DoE, GoO are present. Nobody is present on behalf of M/s. Visa Steel Ltd. and M/s. Grinity Power Tech Pvt. Ltd. The application seeking interim order and the additional submissions filed by the petitioner are taken on record.
3. The case is taken up for hearing through video conferencing on question of admission as well as on merit. During hearing the Sr. GM (RT&C), OPTCL has prayed for two weeks time for filing of their reply and seeks adjournment of hearing of the matter today.
4. Shri R. P. Mahapatra who is present through video conferencing in another matter has prayed the Commission to implead him as a party to the above proceedings for review of order dated 26.03.2021 passed in Case No. 73/2020 regarding ARR and Transmission Tariff for FY 2021-22.
5. Both the prayers of Shri Mahapatra and OPTCL are allowed. Shri Mahapatra is directed to file an application with proper formalities as an intervener. The petitioner is directed to serve the copy of the review application on Shri Mahapatra.
6. The respondents are directed to file their reply, if any, by 09.07.2021 serving a copy of the same on the petitioner. The petitioner is directed to file his rejoinder to the reply of the respondents by 16.07.2021 serving copy of the same on them.
7. Put up on 20.07.2021 at 11.00 AM for hearing on question of admission as well as on merit. No further notice shall be issued to the parties concerned in this regard.

2. Shri Ananda Mohapatra- the petitioner, Shri B. K. Das, Sr. GM (RT &C), OPTCL, Shri Ramesh Chandra Satpathy, Shri R. P. Mahapatra and Ms. Sonali Patnaik, ALO, DoE, GoO are present.
